The D2 visa is for non-EU entrepreneurs, business owners and self-employed professionals (freelancers) who want to carry out activity in Portugal — whether by creating or acquiring a company, or by providing services to Portuguese or international clients. There is no legally fixed minimum investment, but the application requires proof of sufficient capital to support the project (at least €50,000 in business capital is advisable) and personal income of at least €920/month.
The centrepiece of the application is a credible business plan: company objectives, target market, corporate structure, financial projections and benefit to the Portuguese economy. Applications with superficial plans or insufficient capital are rejected. Self-employed service providers also need service contracts and a Finanças activity registration. Applications are submitted in person at VFS Global.
Relevant exception: entrepreneurs in AIMA-certified incubators with innovative projects (Art. 89 of Law 23/2007) may apply for a residence authorisation directly in Portugal, without a prior consulate visa. For all others, consulate processing typically takes 2 to 3 months, and the first permit is valid for 2 years, renewable for 3 years.
